DEVICE AND METHOD FOR CODING MOVING PICTURE

PROBLEM TO BE SOLVED: To obtain a moving picture coder that executes variable rate coding with small image quality fluctuation and high image quality for a moving picture signal with high resolution by controlling coding of each division moving picture signal in parallel or in time division at a variable rate on the basis of a coding object amount. SOLUTION: An original picture reproduction section 101 reproduces an original picture being a coding object. Division picture coding sections 103a-103f conduct parallel coding with a fixed quantization scale to obtain coding statistics for each division image and stores it to a storage section 107. A control section 106 calculates a coding object amount for each division image on the basis of the coding statistic amount for each division image stored in the storage section 107 and stores it to the storage section 107. The original picture reproduction section 101 again reproduces the original picture being the coding object. The division picture coding sections 103a-103f conduct coding in parallel at a variable rate on the basis of the coding object amount for each division image stored in the storage section 107.
