PROBLEM TO BE SOLVED: To surely insert data to a medium with a minimum delay time at all times by arbitrating the order of insertion of a plurality of kinds of data (cells) having the same insertion priority to a transmission line, on the basis of a write sequence to a buffer. SOLUTION: This system is provided with a plurality of buffer sections 2-1-2-n that store a plurality of kinds #1-#n of data with the same insertion priority to be inserted to a prescribed transmission medium 5 for each of data kinds #1-#n and with an arbitration control section 3, that arbitrates data insertion sequence to the transmission medium 5 by controlling the read processing sequence of the data of a plurality of kinds #1-#n from each buffer section on the basis of the write processing order of a plurality of kinds of the data to each buffer section.
