PROBLEM TO BE SOLVED: To correctly infer an available bandwidth, without being affected by disturbance due to traffic by estimating the available band width of a network route from correlation in difference between the propagating times of measured packets for measurement. SOLUTION: A data-collecting part disposed in a performance deciding part collects data of a time s(i) when measurement packet transmission is started from a measurement packet transmitting part 16 and the time r(i), when measurement packet reception is ended in a measurement packet receiving part 18 concerning n measurement packets which are transmitted with one time measurement. A propagating time measuring part 28 calculates a packet propagating time T(i), which is collected by the data collecting part and which is taken for the packet to arrive at the part 18 from the part 16. A line performance estimating part 30 decides whether a transmission speed when the measurement packet is transmitted from the part 16 exceeds the usage enable band of the route or not, based on data of the packet propagating time T(i) which is obtained by the part 28.
