PROBLEM TO BE SOLVED: To enable recognizing a sensing object as a human, identifying plural persons and recognizing their movements. SOLUTION: An image pickup device picks up the image of a passage from an upper part, where a person walks, and obtains its image. When a subject moves, it is detected. The direction of the movement is recognized so that it is judged whether the movement is the one toward the target or not. It is also judged whether the size of the subject corresponds to that of a human. When the direction of the movement and the size coincide with the prescribed ones, the passage of a human is sensed. In this case, the plural subjects with the movement are recognized and each of them is recognized to be a human so that the passage of the plural persons is sensed. After that, it is judged that the subjects recognized a the persons do not move for a prescribed time and, then, the stay of one or the plural persons for the portion of persons who do not move is sensed.
