PROBLEM TO BE SOLVED: To speedily deal with an unauthorized action such as destruction of a monitoring camera and cut of a coaxial cable by detecting the presence or absence of a signal from a signal line and transmitting an alarm signal when the signal is not received. SOLUTION: A picture signal is inputted to the picture processing part 20 of a controller 2 through coaxial cables 5A-5D. The picture processing part 20 generates the four pictures of a monitoring camera 4 as one picture divided into four, and a picture output part 21 outputs it to a time lapse video 3. When the picture signals cannot be received by the coaxial cables 5A-5D, namely, when the fault of a video camera and the cut of the coaxial cable 5 exist and the picture signal cannot normally be received, a signal showing the cut of the picture signal is outputted to a C control part 23. When the C control part 23 receives the signal of the cut of the picture signal from the picture processing part 20, an alarm signal is outputted to an alarm device by a C alarm output part 28. The alarm device transmits an alarm to a remote security center through a telephone line and the like.
