PROBLEM TO BE SOLVED: To allow terminals to make communication in a shortest path without need for complicated processing by a user or an application in a user space. SOLUTION: Each of IPTL devices 1251-125n has a virtual IP address and a physical IP address of its own terminal, a virtual IP address and a physical IP address of a server, and a virtual IP address and a physical IP address of other terminal and also a network address/mask of a virtual sub network. The network address/mask of a virtual sub network denotes an address of a virtual sub network to which each of the IPTL devices 1251-125n belongs. Each of the IPTL devices 1251-125n has the address of the virtual sub network to which each of them belongs (sub network address) as the virtual IP address. Each of the IPTL devices 1251-125n, that is, mobile terminals having virtual addresses a, b, c, h, i, j as shown in figure have a function of forming virtual sub addresses among the mobile terminals.
