PROBLEM TO BE SOLVED: To obtain a monitor camera system where it is prevented that a video recorder is operated without permission by providing an operation means and a qualification certification means in an image processing section and validating an operation when the qualification of an operator is certified. SOLUTION: An image processing section 20 of a controller 2 receives an image signal. An operator who operates the controller 2 inserts its own IC card to a card reader of a C certification section 25 to allow the card reader to read information of the IC card. The card reader is connected to an I/F section 24 of the controller 2 and a C control section 23 receives the ID code read by the card reader via the I/F section 24. The C control section 23 compares an ID code having been registered and stored in advance with the received ID code to discriminate whether or not they are coincident. When the IC codes are coincident, the operation by a C operation section 22 is validated. Since the qualification of the operator is checked as above, illegal setting operations can be prevented.
