PROBLEM TO BE SOLVED: To provide a picture recording and reproducing device capable of magnifying, reducing, moving or rotating a reproduced picture. SOLUTION: This picture recording and reproducing device receives picture data from CCD 1 and the outside by a receiving part 11 etc., signal-processes this received signal to record in a picture recording part 5 and reproduces picture data recorded in this part 5 by a picture reproducing part 6. In this case, picture data to be recorded in the part 5 is data with a picture area larger than a display picture area or data added with information on a rotary axis. Then, at the time of reproducing a picture, a picture magnification/reduction/ movement/rotation setting part 12 and a picture magnification/reduction/ movement/rotation controlling part 13 sets a displaying condition to magnify the picture without deteriorating the picture of the displayed picture or to display the undisplayed part of the displayed picture.
