PROBLEM TO BE SOLVED: To efficiently operate a transmission line by monitoring the state of the transmission line and informing a transmission source terminal based on a monitor result with the processing state of data so as to allow a terminal to cope with the situation of the transmission line. SOLUTION: The using state of the band of a first transmission line 20 is monitored by a transmission line monitor means 1 and a usable residual band is reported to an input data processing means 2. Based on this information, the means 2 calculates the presence/absence of a band required for outputting data inputted from a second transmission line 21 to the line 20 and at the time of judging that transmission is possible, transmits data. However, in the case of judging that transmission is impossible, the input data is destructed and the effect is reported to a data transmission source terminal device 10 through an information means 3. The device 10 executes the transmitting measure of proper data according to the situation such as sending data of the portion of a usable band or compressing the band based on this information. Thus, data can efficiently transmitted according to the situation of the transmission line.
