PROBLEM TO BE SOLVED: To perform a marking processing capable of removal as intended even to data whose quality is largely changed when a value exceeds a normal range. SOLUTION: A marking processing part 20 performs the marking processing corresponding to the watermark information and dot pattern, etc., of a visible mark for indicating copyright information or the like supplied from a data base part 22 only to the pixels of image data whose value remains in the normal range even after the marking processing. Further, the marking processing part 20 uses the LSB of the marking-processed pixels as a mark bit and sets the value 1 for indicating the addition of the visible mark. In the case of removing the visible mark from images, the mark is removed only from the pixel for which the value of the marking bit is 1 and the mark is not removed from the pixel for which the value of the mark bit is 0 even when it is the pixel for which the watermark information and the dot pattern indicate the addition of the mark.
