PROBLEM TO BE SOLVED: To provide a satellite system which offers relatively low-cost satellite service and uses an inclined geostationary orbit. SOLUTION: An overhead system has a service area, which is set on the surface of the earth at a prefixed minimum elevation angle from a horizontal line, a satellite which has a global orbit having an aerial track when it is observed from the service area, and an operational arc 44 defined by subsets on the aerial track above the service area. The satellite operates on the operational arc 44.
