PROBLEM TO BE SOLVED: To simplify the constitution of a one-to-many communication system and to reduce the cost for system constitution by communicating between plural multi-hub communication terminals and a multi-mode remote communication terminal through the use of plural transfer modes and plural modulation modes. SOLUTION: The one-to-many communication system 200 communicates the TDM, ATM traffic signal of synchronous and asynchronous communication mode between a hub terminal 112 and all the remote terminal devices 114 without regard to its positioning area via a communication link 210 by plural prescribed multi-modulation modes by a time-division multiple access TDMA format in the directions of both of up and down links. A central station 102 switches a signal, which is obtained by multiplexing traffic from the channel processor IDU 214 of the terminal 112 by the TDM, ATM multiplexers of the transmitter 252 of a hub site 110 and sent through a transferring network, with respect to the one-to-many communication system 200 by an element managing system EMS 122.
