PROBLEM TO BE SOLVED: To quickly, accurately and automatically rotate a camera toward a target point even in the case that precise rotation position data cannot be obtained due to the restriction of the capacity of modem communication. SOLUTION: This controller is provided with a potentiometer 6 for measuring the rotation position of a remote control universal head 5 where a camera main body 4 is mounted and generating rotation position data thereof, a camera control servo part 10 for executing the control of matching the direction of a robot camera 2 with the target point, a modem part 7 for transmitting the rotation position data generated in the potentiometer 6 to a CPU part 8 and transmitting moving amount data to the target point from the CPU part 8 to the camera control servo part 10 and the CPU part 8 for computing a camera position at present and a camera moving amount per unit time from the rotation position data transmitted from the potentiometer 6 and target point position data on the map of a CD-ROM part 9 to be the moving target of the robot camera 2, calculating the time for rotating and moving the remote control universal head 5 from the present camera position to a target point position and supplying the moving amount data to the camera control servo part 10.
