PROBLEM TO BE SOLVED: To provide an interface which is finally convenient to a user and to suppress excessive card manufacturing costs by making one card have functions for a card for settlement and for a card for initial information registration to an on-vehicle machine and making the on-vehicle machine automatically clarify a system switching the functions. SOLUTION: A code collation controlling part 3 controls code collation processing for reference data 14, and an on-vehicle machine controlling part 7 decides whether to read on-vehicle machine initial information 15 and to store it in an on-vehicle machine initial information storage area 5 or to read charged data 16 and to store it in a charged data storage area 4 according to the results of the code collation.
