The device has an insulating section (2) in the centre of an insulating rod (1) with a gripper tongs (5) on its upper end with a fixed (6) and movable (7) arm and an actuator (8) near the lower end of electrically non-conducting material connected to the pivotable arm of the gripper tongs via a rod (9) passing parallel to the insulating rod and through an opening in a limiting plate (4). The actuating rod moves freely in a sleeve (12) below the plate. An Independent claim is also included for an arrangement for implementing the method.
