SUBSTANCE: amine- or glycol- based block copolymer of ethylene oxide and propylene oxide together with glycerol-based block copolymer of ethylene oxide and propylene oxide with 1-40 ethylene oxide units and 50-140 propylene oxide units and molecular weight 4000-100000 is phosphorylated by phosphorus- containing compound. Molar ratio between amine or glycol-based block copolymer, glycerol-based one, and phosphorus-containing compound is 1:(0.1-0.5):(0.1-5). In preferred embodiment of invention, phosphorylation product is dissolved in C1- C3-alcohol or its mixture with water.
