A liner assembly (10) and method includes lowering a liner (26), liner hanger (30), liner hanger setting tool (50), liner packer (40), and liner packer setting tool (60) into a borehole (12) on a work string (22). The liner hanger (30) is set either hydraulically or mechanically using the liner hanger setting tool (50) at the option of the operator. The liner (30) is then cemented within the borehole (12) and the liner packer setting tool (60) is used to set the liner packer (40) either hydraulically or mechanically at the option of the operator. The liner packer setting tool (60) includes an actuator assembly (100) mounted on the exterior of a tubular body (102). The actuator assembly (100) includes an actuator member (152) having a contact member which engages a packing element (90) on the liner packer (40) such that upon movement of the contact member with respect to the liner packer (40), the packing element (90) on the liner packer (40) is compressed to sealingly engage the cased borehole. The actuator member (152) is sealed from the fluid pressure within the borehole until the liner packer (40) is to be set, when it is exposed to fluid pressure. The contact member may be actuated either selectively mechanically or hydraulically or may be actuated hydraulically and mechanically.
