To effectively set multiconnection calls and multicast calls, when a request is issued to setup the multiconnection calls and the multicast calls, a call control scenario instance for controlling a call level based upon a call control scenario is produced. Under control of this call control scenario instance, a connection control scenario instance for actually controlling the respective connections contained in the call is produced from the connection control scenario.
