PROBLEM TO BE SOLVED: To dose normal amount of medicine powders to a patient by doing grain refinement of medicine powder. SOLUTION: A cylindrical passage formation body 17 is placed inside the passage formation body fixing hole 16A of inhaling mouth 16. Spiral, swirling flow passages 18, 19 are formed at the face around the passage formation body 17. These swirling flow passages 18, 19 are connected to efflux side ventilation passages 12, 13. Thus, when a patient breathes in from the inhaling mouth 16 and inhales the medicine powder in a capsule storage hole 8, the air, which flows out from the swirling flow passages 18, 19 to the inhaling mouth 16, is turned into a swirling flow. Then this swirling flow breaks even a mass of medicine powder in pieces and promotes doing grain refinement of medicine powder.
