PROBLEM TO BE SOLVED: To appropriately move a safety bar to a start position at generating an accident by making a start route on which the safety bar moves in common with an energy dispersion route. SOLUTION: A safety bar 9 provided for improving safety of an occupant at generating an accident, is fitted so as to swing centering around one side common rotary shaft X of side flanges 13 of the metallic frame 14 of a seat, and supported with movable supporting devices comprising two metallic side plates 12. For limiting reaction received with the thigh part of the occupant, an energy dispersion mechanism comprising a deformable slot 24 is provided in the side flange 13 supporting a return guide 21. After a start device 16 is operated, the final position of the safety bar 9 is always on the dispersion route between an intermediate position and the start position and as a result, the safety bar, while gradually decelerating the occupant as kinetic energy disperse, can move along the dispersion route up to the movement completing position.
