PROBLEM TO BE SOLVED: To provide a rise and fall device with a braking means in which a viscous braking means is miniaturized. SOLUTION: In this rise and fall device 10 with a viscous braking means provided with a winding shaft 13 rotationally driven by a driving means, a winding drum 14 integrally rotating together with the winding shaft 13, a main body having a load 15 wound up on the drum 14, and a viscous braking means 17 for regulating the acceleration of the rotary speed of the winding shaft 13 when lowering the load 15, the main body is provided with a rotary engaging part 18 of the main body side and further, the viscous braking means 17 is provided with a rotary engaging part 20 of the braking means side. The rotary axis of the winding shaft 14 positions on an axial line different from the rotary axis of the viscous braking means 17.
