PROBLEM TO BE SOLVED: To provide a sheet feeder in which bias filling is further improved under simplified constitution and control by reducing the number of parts, and provide a recording device equipped with the sheet feeder on its main body. SOLUTION: A sheet feeder is furnished with a sheet placing means to place sheets, a sheet feeding means 2 to feed the sheets placed by the sheet placing means and rotor pairs 14, 15 to carry the sheets fed by the sheet feeding means, and sheet feeding speed by the sheet feeding means 2 is set at speed higher than sheet carrying speed by the rotor pairs.
