PROBLEM TO BE SOLVED: To prevent the shaking or generation of noises by providing a plurality of caulking points to be formed along the circumference of a cylinder in two stages along the axial direction of the cylinder, and bringing a thin part into contact with the clamping point of the second stage, of the caulking points of the second stage, by elastic repulsion from the inside. SOLUTION: A free piston 3 has an orifice in the center, a groove 3b on the circumferential surface, and a thin wall part 3c on the axial end. When the free piston stopper 3 is caulked and fixed within a cylinder 1, the free piston stopper 3 is inserted to a prescribed position within the cylinder 1, a plurality of first stage caulking points 11 are formed in the position conformed to the groove 3b along the circumference by a jig such as punch, a caulking point 12 of the second stage is further formed by operating the jig such as punch, and the thin wall part 3c is brought into contact with the caulking point of the second stage by elastic repulsion.
