PROBLEM TO BE SOLVED: To prevent the hunting of cooling water temperature by providing a PTC heater for heating a thermostat for controlling the cooling water quantity carried to a radiator, an controlling the current-carrying to the PTC heater on the basis of the judgment result of the traveling state of a vehicle and/or the operating state of an internal combustion engine. SOLUTION: In an ECU 40 having detecting means for detecting atmospheric pressure, throttle opening, engine rotating speed, intake air temperature, cooling water temperature and ON/OFF state, etc., of air conditioner, and inputting the output signals thereof, the traveling state of a vehicle or the operating state of an internal combustion engine 2 is judged, and a PTC heater within a thermostat 24 is ON/OFF-controlled on the basis of the judgment result. Namely, when a climbing state is judged, and when the thermally damaged state of the internal combustion engine 2 is judged, the PTC heater is ON, respectively. When a low temperature state is judged, the PTC heater is OFF except in the climbing state and thermally damaged state, and when a high position is judged, the PTC heater is ON except in the low temperature state.
