PROBLEM TO BE SOLVED: To improve the workability of assembling and to miniaturize a device by using the components of a tilting and rotating actuator in common and reducing the number of part items. SOLUTION: The casing main body 2 of a casing 1 is provided with one tilting and rotating actuator 32 positioned in one side of the diameter direction of a cylinder block 5 among the tilting and rotating directions of a swash plate 31, and the other tilting and rotating actuator 33 positioned in the other side of the diameter direction. One tilting and rotating actuator 32 is composed of a single cylinder hole 32A, a tilting and rotating control piston 32B, a control pressure chamber 32C and a spring 32D, and the other tilting and rotating actuator 33 is each composed of two cylinder holes 33A, two tilting and rotating control pistons 33B, and the like. The tilting and rotating control pistons 32B and 33B are made of identical piston materials.
