PROBLEM TO BE SOLVED: To extend the life of a spray nozzle by reducing stress being applied to a spray nozzle when the supply of spray water is stopped and preventing fatigue breakdown from occurring. SOLUTION: Piping 31 is connected to piping 22 between a spray water stop valve 20 and a spray water regulating valve 21 and is connected to a high-pressure steam source via a switching valve 32. Then, when the supply stop command of spray water is received, the spray water regulating valve 21 is closed and then the switching valve 32 is opened. Since the steam pressure of the high-pressure steam source is much higher than the pressure in the spray nozzle, spray water staying in the spray water stop valve 20 and the spray nozzle 16 immediately flows out of the jet nozzle of the spray water. When the spray water that has stayed is eliminated, the switching valve 32 is closed and then the spray water valve 20 is closed.
