PROBLEM TO BE SOLVED: To obtain a tacky gel composition used for an iontophoresis capable of delivering a basic medicine into a living body efficiently and provide a device for it. SOLUTION: This composition contains a basic medicine, an acidic polymer, a multi-functional epoxy compound, water, a polyhydric alcohol and/or a gelatin, and the ratio of the basic medicine to the acidic polymer is preferably (10:1)-(1:10). Also, the basic medicine is preferably in a free state.
