PROBLEM TO BE SOLVED: To provide a method and apparatus for making an embossed sheet reduced in its quiet gloss and having sufficient matte effect, further pref., an embossed sheet not bringing about directionality in its surface embossed shape. SOLUTION: Embossing processing is performed after a process (S2) forming a scalar field, a process (S3) forming mask images by binarizing the formed scalar field at every threshold values by using a plurality of threshold values and a process (S4) performing etching stepwise by using a plurality of the formed mask images to make an embossed sheet.
