PROBLEM TO BE SOLVED: To obtain a low-cost shrinkage reducing agent which is suitable for reducing the shrinkage of cement or the like in hardening, inhibits foaming and produces high strength concrete. SOLUTION: The shrinkage reducing agent for a hydraulic binder contains (a) at least one alkanolamine of the chemical formula R-NH-(AOH) (where R is H or a linear or branched aliphatic or cyclic 1-6C alkyl and A is C2H4 or C3H6) optionally in combination with (b) at least one hydroxy compound and/ or (c) at least one ether compound or consists of these components.
