PROBLEM TO BE SOLVED: To provide a conductive roller capable of containing a large quantity of graphite so as to satisfy a required value of conductivity and keeping high quality over a long term by forming a roller surface material by mixing granular graphite to a thermosetting polyurethane resin with stirring to disperse it so that the conductivity can be provided. SOLUTION: The shaft end 22c of a roller shaft 22 is clamped and nipped between bearings 34 provided on the upper and lower part of a metal mold 30, and closed in the metal mold 30. At this time, a prescribed clearance 32 is imparted between the roller outer surface 21 and the metal mold inner surface 31. A thermosetting polyurethane resin 40 forming a roller surface material is injected through an injection port 33. The injected thermosetting polyurethane resin 40 is heated and hardened, a roller surface 21 is meshed and fixed into the irregular gear-like shaft part 22a or knurled shaft part 22b of the roller shaft 22 to lay the roller shaft 22 in the state covered with the thermosetting polyurethane resin 40. When this roller is applied to various working machines, static elimination can be performed to improve the quality.
