PROBLEM TO BE SOLVED: To enhance an accuracy in the judgement of biting without being influenced by variation of a cutting position of every blade, and following the secular change of every blade, when a biting at an end sealer of a pillow packaging machine for cutting off a packaging member with a rotary cutter having a plurality of blades is judged. SOLUTION: A displacement of a rotary cutter 21 is detected by a load cell 4 and inputted in a control panel 5. Rotating positions of the rotary cutters 21, 22 are detected by a rotary encoder 6, and inputted into the control panel 5. Four sets of blades 21b, 22b of the rotary cutters 21, 22 are discriminated by the control panel 5 in reference to an output from the rotary encoder 6. A set value is set based on a mean displacement motion corresponding to each blade. A biting at the end sealer 2 is judged based on the set value of each blade and a displacement amount detected by the load cell 4.
