PROBLEM TO BE SOLVED: To precisely grasp the winding hardness during the winding of a roll paper or after the winding by applying a mark on the end surface of a paper every prescribed winding number of the roll paper during the winding of the roll paper, measuring the mark position from the end surface side of the roll paper, and detecting the winding hardness of the roll paper. SOLUTION: An ink applying device 20 for applying an ink mark 21 having a fixed width to the end surface of a paper 3 is provided on the upstream side of a reel stand. The applying device 20 is mounted rotatably to a frame 26 by a shaft 23, and an arm 22 is rocked by an air cylinder 24. An applying member 25 impregnated with ink is mounted on the arm 22. The applied ink mark 21 linearly appears on the end surface of a roll 10 when the paper 3 is wound up. The application of ink is performed by bringing the applying member 25 to the end of the paper 3 every prescribed rotating frequency every prescribed winding number of a spool 2. Accordingly, the ink mar 21 is adhered to the end of the paper 3 and leaked to the end surface to form a stripe of the ink mark when seen from the end surface of the roll paper after winding, so that the ink mark 21 can be discriminated.
