PROBLEM TO BE SOLVED: To reduce the amount of compression deformation by adhering an elastic body of low flexibility to an elastic cellular material of high flexibility and changing the compression deformation characteristics of the elastic cellular material by the elastic body. SOLUTION: A cushion material A is formed by matching an elastic body 2 of low flexibility such as a rubber sheet or a skin sheet to the shape of an underlaying elastic cellular material 1 of high flexibility such as sponge or urethane foam and cutting and adhering the elastic body 2 onto the elastic cellular material 1 by a rubber-based adhesive or by heat welding. Then, an overlaying elastic cellular material 3 formed by working on flexible sponge, urethane foam, or the like, of the same quality as that of the underlaying elastic cellular material 1 into a plate shaped body of a thickness slightly thicker than that of the underlaying elastic cellular material 1 is adhered onto the elastic body 2 by a rubber-based adhesive or by heat welding.
