PROBLEM TO BE SOLVED: To shorten the time to be required for showing the sufficient water-cut pressure of a seal member by pressing the air into a hollow part of a waterproof seal member formed by coating a water swelling rubber having a hollow part with a fabric tube. SOLUTION: A waterproof seal member 1 is formed by inserting a water swelling rubber 3 into a fabric tube 2 for tight fitting, and formed into the structure having a hollow part 4 inside thereof. Air is pressed into the hollow part 4 of the waterproof seal member 1. The water-cut pressure is changed by the structure of a connection clearance of a tube or a plate requiring the water-cut-off, environment and the structure of the waterproof seal member, and the pressure corresponding to the water-cut pressure is applied to the hollow part. Since air is used to pressurize the hollow part 4, even contact surface pressure can be obtained and the even water-cut-off effect can be obtained. Long-term water-cut-off effect can be obtained by the swelling of the water swelling rubber.
