SOLUTION: A primary electrolytic part 11 for electrolyzing city water W' to generate alkaline water Wa and acidic water Wb to neutralize the acidic drain D generated by the condensation of the moisture in a combustion gas G due to the heat exchange between the water W for feeding hot water and the combustion gas G, a neutralization part 12 for neutralizing the acidic drain D with the alkaline water Wa generated in the primary electrolytic part 11 and a secondary electrolytic part 13 for electrolyzing the acidic water Wb generated in the primary electrolytic part 11 to lower the acidity of the acidic water Wb are provided. |
