PROBLEM TO BE SOLVED: To enhance torque at the time of an initial operation, and transmit torque more stably. SOLUTION: A phenolic resin film 20 as thin as 1 to 5μm is formed over the frictional surface 21 of frictional material 1 for an electromagnetic clutch. In the phenolic resin film 20, the outer peripheral part of the frictional material 1 of the film is thicker in thickness than its inner circumferential side, and the phenolic resin film 20 to be formed in the inner circumferential side of the outer peripheral part is also so formed up as to be roughly uniform in thickness.
