PROBLEM TO BE SOLVED: To ensure a desired starting performance and traveling performance even in an electric breakdown by setting a change gear ratio corresponding to car speed. SOLUTION: A controller is provided with an electric capacity control unit for controlling variable capacity of a hydraulic pump and a motor, a pump capacity switching unit for switching a capacity of the hydraulic pump to the maximum capacity, a fixed capacity type hydraulic pump OP2 of a wheel driving side driven with rotational speed in proportion to rotation of wheels, and an electric control unit 60 for judging electric breakdown of the electric capacity control unit. When occurrence of the electric breakdown is judged, the capacity of the hydraulic pump is switched to the maximum capacity with the pump capacity switching unit, the variable capacity of the hydraulic motor is controlled by using the pressure oil corresponding to the rotation of the wheels obtained from discharge oil of the hydraulic pump OP2 of a wheel driving side.
