PROBLEM TO BE SOLVED: To obtain a derivative of 5-hydroxy-2,3-pyrazinedicarboxylic acid used as an intermediate of pharmaceuticals and agrochemicals, a taw material for a synthetic resin or the like by culturing a microorganism that produces 5-hydroxy derivative from 2,3-pyrazinedicarboxylic acids, in a liquid medium and contacting with the prescribed 2,3-pyrazinedicarboxylic acids. SOLUTION: The subject derivative expressed by formula II, useful as an intermediate of pharmaceuticals and agrochemicals, a raw material for a synthetic resin or the like, is obtained by culturing the microorganism [e.g.; Alcaligenes sp.UK21 (FERMP-16950) or the like] capable of producing the derivative expressed by formula II from a derivative of 2,3-pyrazinedicarboxylic acid expressed by formula I (R' and R" are each H or a 1-5C alkyl), in the liquid medium contacting the product fungus body and/or processed fungus body with the derivative of 2,3-pyrazinedicarboxylic acid in aqueous solvent, accumulating the derivative and collecting.
