PROBLEM TO BE SOLVED: To prolong the service life of a tool by greatly increasing defect resistance, wear resistance and chipping resistance during steel cutting work and performing stable cutting regarding a coated cemented carbide tool. SOLUTION: In a cutting tool made of a binder phase containing 1 to 15 wt.% of one, two or more kinds selected from iron group metals, a solid solution phase containing 20 wt.% or lower of one, two or more kinds selected from the carbide, nitride and carbon nitride of 4a, 5a and 6a group metals of periodic table, and a remaining tungsten carbide hard phase or inevitable impurities, and including a hard layer coated on a cemented carbide base material having an outer layer of no solid solution phases and an inner layer having a solid solution phase, hardness in a position 30μm deep from the outer layer surface is set at 80 to 90% of that in a position 50μm deep.
