PROBLEM TO BE SOLVED: To reduce costs by reducing the number of part items for a hydraulic pump incorporating a relief valve and the number of assembling man-hour. SOLUTION: A pump housing 2 housing a pair of gears for performing a suction/discharge operation is provided with a first relief hole 25 communicating with a discharge path, a second relief hole 26 communicating with the relief hole 25 and a tank 1, an one diaphragm part 27 for limiting the amounts of communication for the second relief hole and the tank 1. Thus, a pressure reduction member is made unnecessary.
