PURPOSE: A system for issuing and recognizing prepayment card and a method therefor are provided to record various information such as ID, card number, used money in the prepayment card and decode the information. CONSTITUTION: A system for issuing and recognizing prepayment card comprises a card issuing and operating unit(100), a prepayment card(200) and a card recognizer(400). The card issuing and operating unit(100) records and decodes various information related to the card in a record medium, prints information such as used money, etc. on one side of the card, and manages points according to used contents. The prepayment card(200) has a record medium in which various information are recorded and erased. The card recognizer(400) is mounted in various equipments requiring coins and decodes the ID of the card.
