PROBLEM TO BE SOLVED: To prevent generation of timing loops, to surely synchronize network elements and to simplify a facility and reduce cost by making a central network management facility select timing reference for a network node. SOLUTION: A network node (NODE) is connected to a central network management facility (TMN), and respective plural network elements(NE) and a central node clock generation device (SASE) are subjected to link connection to the TMN. Each NE sends a synchronous status message included in a received signal message signal from which a clock signal(CLK) which is transferred to the SASE is extracted to the TMN. The TMN selects one signal from among clock signals CLK1 to SLK6 on the basis of the configuration of an internally recorded communication network and data about the configuration and notifies the SASE of it is being a reference clock source. The SASE distributes a uniform reference clock signal(REF) which is synchronized with the signal to each NE.
