PROBLEM TO BE SOLVED: To provide an illuminator capable of effectively illuminating a surface effectively utilizing a luminous flux from a light source and a projecting device using the same. SOLUTION: This device has a concave reflection mirror 102 reflecting light radiated from a light emitting body, a first lens array 121 which condenses light from the mirror 102, and in which plural lenses having nearly the same aperture shape forming the plural secondary light source of the light emitting body are two-dimensionally arrayed, a second lens array 122 in which plural lenses corresponding to the respective lenses of the array 121 are two- dimensionally arrayed, and a light condensing means condensing light from the array 122, and irradiating the surface to be irradiated; and the focal distance of a lens close to an optical path among the plural lenses of the array 121 is shorter than that of the lens far from an optical axis, and an optical path length modulating means which makes the difference of positions in an optical axis direction where the plural secondary light sources of the light emitting body are formed by the aray 121 small is provided between the arrays 121 and 122.
