SOLUTION: A cell 1 is connected to a storage chamber 2 through at least one connection means 3 for connecting the exit 12 of the cell 1 to the entrance of the storage chamber 2, a gas pressure in each reference region in the cell and the storage chamber is generally equalized at once, the gas pressures in the cell and the storage chamber are reduced, the rapid increase of a gas flow passing through the connection means 3 from the cell to the storage chamber is established, and thereby, water included in the cell is carried to the storage chamber at the same time. |
