PROBLEM TO BE SOLVED: To secure practically sufficient charge capacity. SOLUTION: A photoelectric conversion element 3 is windably arranged on a cylindrical rolling core part 2. A control circuit part 5 for controlling the charging-discharging of a storage battery 4 is formed on the photoelectric conversion element 3. Thereby, the volume of the storage battery 4 is set nearly equal to the internal space of the rolling core part 2.
