PROBLEM TO BE SOLVED: To obtain a fixing device for quick start fixing capable of realizing a wide and uniform heating, hardly causing fixing offset and realizing instantaneous heating by disposing a heat ray radiation means at a position nearer to a transfer material passing side than the center of light transmissive base substance. SOLUTION: The heat ray radiation means is disposed at the position nearer to the transfer material passing side than the center of the light transmissive base substance. This fixing device 17 is constituted of a 1st thermal fixing roller 17a functioning as an upper roll type thermal fixing rotating member for fixing a color toner image and a 1st fixing roller 47a functioning as a lower roller type fixing rotating member, and provided with a halogen lamp 171g being the heat ray radiation means mainly emitting a heat ray such as infrared radiation or far infrared radiation inside the roller 17a. The lamp 171g is disposed so that its center position may be nearer to the transfer material passing side (nip part N side of the device 17) than the center of the rotation of the roller 17a.
