PROBLEM TO BE SOLVED: To obtain an effective shielding material from electromagnetic waves ranging from a high frequency to a low frequency, by impregnating with a bonding agent containing a rubber component the single side of a metallic-fiber layer manufactured through a wet type paper making method, and by forming resultantly on the metallic-fiber layer a laminated bonding-agent layer containing the rubber component. SOLUTION: A slurry containing such metallic fibers as stainless fibers and titanium fibers is manufactured by a wet type paper making method to make it into a sheet, and by its dehydration pressing, heating, and drying, a sheet mixed highly with the metallic fibers is once created. The sheet mixed highly with the metallic fibers is heated under the atmosphere of a dried hydrogen gas to a temperature not higher than the melting point of the metallic fiber to obtain a metallic-fiber layer 11 by sintering the material interposed between the metallic fibers. The single side of the metallic-fiber layer 11 is impregnated thinly with a bonding agent 12A containing a rubber component having as its main constituents acrylonitrile-butadien copolymer and a thermosetting resin of a binder constituent to form a bonding-agent layer 12.
