PROBLEM TO BE SOLVED: To securely and stably extract a voltage or the like from a live part of a breaker or the like for a long time without performing a service interrupting construction. SOLUTION: While a wire 19 connected to a wiring material such as a breaker 15 is caught by a first clip member 3 and a second clip member 5 each energized by an energizing spring to secure a stable form, a voltage extracting hammer 7 connected with a measuring wire 21 abuts on a live part 17 of a breaker 15 or the like and thus, a voltage is extracted.
