PROBLEM TO BE SOLVED: To provide a vibration control and sound insulating material that has a good performance, is inexpensive and does not cause special environmental problems at waste disposal, by constituting it with a viscoelastic material, mineral particles having oxides of iron and titanium as the main mineral phase, and powders. SOLUTION: This material comprises a viscoelastic material, mineral particles having oxides of iron and titanium as a main mineral phase, and powders. As used mineral particles, for example, iron sand with specific gravity of 4.7 mainly containing natural [FeO(Fe2O3)(TiO2)] is preferably used. For grain size, for example, a selected mineral article of 71 wt.% in 0.25-0.125 mm and 29 wt.% in 0.125 mm or less is used. Grain diameters of mineral particles are 0.5 mm or less, preferably 0.01-0.5 mm. As the powders to be used, calcium carbonate powders having 70 wt.% or more in 74μm or less (amount passing through a sieve) are used. As a viscoelastic material (a synonymous with a binder or a matrix material), asphalt compound is used. By adding a fat and oil group and a fatty acid pitch to the asphalt compound, ductility, thermosensitivity, adhesiveness, elasticity, and weather resistance are improved.
