PROBLEM TO BE SOLVED: To provide an integrated electronic money system for improving the convenience and the flow property of electronic money and the like. SOLUTION: Information on a user account containing the cash accounts and the plural types of electronic money accounts of respective users and a pool account having constitution similar to the user account are stored in the account data base 2A of an electronic money service center 7. When the electronic money service center 7 receives an electronic money settlement substitutive service request from a user terminal 6, a service processing part 72 gives an indication to convert the fund of a settlement amount in the cash account of the user P7 into prescribed electronic money to an account data management part 73. The account data management part 73 moves the fund of the settlement amount from the cash account of the user P7 and transfers electronic money for the settlement amount from a prescribed electronic money account in the pool account to the service processing part 72. The service processing part 72 pays electronic money equivalent to the settlement amount to a payment destination.
